For ceremonial uses and for offices, a 1x2 ratio flag is used and the signature of the officer appears at the bottom fly. For uses on ships and stations, a 2x3 flag is used and the only changes that occur is that the PCG seal is removed, along with the signature. For retirements, a 3x5 flag is presented and it is a smaller version of the ceremonial flag. The PCG seal is 12 inches in diameter and the rank stars are 14 inches in diameter. (Source)
